SUMMARY

The Senior Policy Analyst, HealthySteps will work in partnership with the Director of Policy and other HealthySteps National Office staff to further the mission of identifying and developing policy and sustainability solutions to support HealthySteps implementation and early childhood development integration into primary care generally. The role will include strategic thinking on how to engage the HealthySteps network in relevant policy and advocacy opportunities as well as helping develop messaging to support the HealthySteps network in articulating the value proposition of HealthySteps. As part of the HealthySteps Policy and Finance Team, the Senior Policy Analyst will enhance the team's ability to share policy and funding opportunities with the network and work to strengthen the HealthySteps networks' engagement with the Policy and Finance team. As part of this role, the Senior Policy Analyst will build on existing and develop new HealthySteps' policy and advocacy efforts on a range of early childhood health-related issues impacting young children and caregivers aligned with HealthySteps and HealthySteps-aligned services; contribute to developing collateral for policy makers and advocates that will advance HealthySteps and HealthySteps-aligned services; represent the HealthySteps National Office in coalition meetings; track and analyze relevant federal legislation and policy opportunities related to behavioral health promotion and prevention; and contribute to the overall work of the HealthySteps Policy and Finance Team. The HealthySteps National Office works in close collaboration with ZERO TO THREE's Policy Center. The Senior Policy Analyst will support ongoing efforts to ensure that all policy work is coordinated across the organization and HealthySteps policy activities are aligned with ZERO TO THREE's organizational policy agenda, strategies, and activities.

ESSENTIAL RESPONSIBILITIES

Work with the HealthySteps Director of Policy and the Policy and Finance Team, in collaboration with the ZERO TO THREE Policy Center to implement the HealthySteps' policy agenda to raise visibility of early childhood team-based care and create sustainable funding opportunities for behavioral health promotion and prevention. Coordinate with ZERO TO THREE's Policy Center by connecting with Policy Center staff and attending internal meetings to align HealthySteps and HealthySteps-aligned policy activities with ZERO TO THREE's overall policy efforts. In conjunction with the HealthySteps National Office, develop a near and long-term strategy to support the HealthySteps network to better articulate the value and power of HealthySteps to different stakeholders including health system leadership, and local and national policymakers and other stakeholders. Identify and leverage champions within the HealthySteps network interested in engaging in advocacy activities. Develop messaging to share with the HealthySteps network around funding opportunities and potential areas to engage in advocacy and garner visibility for HealthySteps and HealthySteps-aligned services. Develop and maintain an up-to-date tracker mapping the HealthySteps network to Congressional Districts to align with HealthySteps specific and ZERO TO THREE's strategic Communications efforts. Research, identify and track potential legislative champions and legislative opportunities related to early childhood development, primary care, community health centers, and other content areas relevant to HealthySteps and HealthySteps-aligned services. Develop HealthySteps and HealthySteps-aligned services fact sheets and collateral content for the HealthySteps website, and content potentially useful to sites, specifically outlining existing federal funding opportunities. In coordination with the Policy Center, support HealthySteps in a variety of coalitions, including identifying areas for partnership, reviewing information, contributing to content for the coalitions, and bringing information back to the HealthySteps National Office. Stay abreast of developments in and gather information relevant to infant/toddler policy, with a focus on Medicaid, Executive Branch policy and funding opportunities, behavioral health promotion and prevention, early childhood development, AAP policy statements, and relevant white papers. Garner visibility for HealthySteps and HealthySteps-specific policy issues through presentations at conferences, meetings, and on webinars. Work with the Director of Policy and the Policy and Finance Team to prepare responses to time sensitive media opportunities and in coordination with ZERO TO THREE's broader Policy Center on federal Requests for Comments and Requests for Information. Coordinate closely with the HealthySteps Policy and Finance Payment Team. Contribute to the overall work of the HealthySteps National Office. Perform other duties as assigned to ensure the efficient and effective functioning of the HealthySteps National Office.

ESSENTIAL SKILLS & EXPERIENCE

Understanding of federal policy processes (i.e., appropriations, rule making, Committee jurisdiction); Experience participating in coalition groups and building relationships with relevant stakeholders; Knowledge of policies related to health, mental health, and early childhood; Knowledge of Medicaid policy at the state and federal levels; Excellent writing and verbal skills including writing, editing and proofreading; Strong research and analytical skills; Ability to read, analyze and interpret complex documents; Five years relevant work experience, Capitol Hill and state legislator experience a plus; Strong organizational and time management skills and the ability to manage multiple competing responsibilities efficiently and effectively; Experience with Microsoft Office; Ability to work with a team as well as independently; and Strong interpersonal skills.

EDUCATION

Master's degree in public policy, social work, early childhood, mental health, public health or a related field, or a law degree preferred; relevant experience will be considered in lieu of higher education.

COMPENSATION & BENEFITS

This position's salary is estimated to be mid $70,000s to low $100,000s depending on experience, geo-location, budget, and other comparable and similarly scoped internal positions. PHYSICAL REQUIREMENTS

While performing the responsibilities of the job, the employee is frequently required to use finger dexterity and sufficient hand dexterity to use a computer keyboard and be capable of reading a computer screen. Also, they may need to remain seated for extended periods, can perform repetitive motions, and reach for objects. An employee is frequently required to hold a writing instrument, communicate verbally, and hear well enough to detect nuances and receive detailed information. They may be required to grasp objects, push, and pull objects, bend, stand, walk, squat, or kneel. Vision abilities required by this job include close vision for data preparation or analysis, and expansive reading. May need to lift up to 30 pounds.

WORKING CONDITIONS

The work conditions described here are representative of those an employee encounters while performing this job. Depending on work location, the incumbent will typically work indoors in a heated and air-conditioned office, with a mixture of natural, incandescent, and fluorescent light with low to moderate noise levels or be subject to working conditions conducive to a home environment. When travel is expected, the incumbent will be exposed to outside environmental conditions during those times.
